  I think it measures how many people are listening to a specific band, not how much they are being listened to (so the amount of tracks you listen to by a specific band does not affect it, its so that one person cannot manipulate it by listening to the same band over and over). It used to show the top tracks of the week and they would frequently be pretty different to the top artists.
